I started growing veg last year. My approach was: whack it in the ground and see what comes up. MY spring onions did well, just planted in bare earth and kept weed free. Carrots I've not mastered yet! Potatoes are looking good so far. The traditional approach with spuds is to double dig (ie two spade head lengths down) and incorporate lots of muck at the bottom of the trench. Bung your seed spuds in about four inches below the ground surface. As th3ey come up keep earthing up around them and if it's going to be a frosty night cover them with fleece or newspapers etc. As you've a raised bed you shoudln't have to dig so deep to prepare it, but it's still worth bunging in much/compost/kitchen scraps in the bottom if you can.
Best resource you have is the local library - loads of books on growing veg there!
